New Support Officer

Hello,

does someone here know by any chance where to find the quest giver "New Support Officer" of all these armor quests? For example if I'm searching the Asren Set in the item finder it shows that there is a quest which grants you the set +5. The problem is that I cannot find the NPC via left-clicking since the NPC seems to be "in another area", whatever that means.

Edit: I got an answer at the discord server. The NPC doesn't seem to exist at the moment for everyone asking.
